Seal Registration

Personal Seal Registration

In Japan, instead of signatures, people use seals (hanko). Your name is carved into your private seal. The two types of seals are mitomein which is used on a regular basis, and jitsuin which is for your legal seal used for important documents such as contracts. Seal registration involves registering your legal seal (jitsuin) in the municipality where you reside to verify that it belongs to you. Rubber seals, or seals that are not of your name, cannot be registered. Only one seal can be registered per person. You will need your seal and residence card to register in person at the Ward Community Service Division. You will receive a Seal Registration Card which is required when applying for a Certificate of Seal Registration.

Certificate of Seal Registration

In Japan you will need your legal seal for important contracts, such as for buying a car or a house.

When you need a Certificate of Seal Registration you or a proxy can bring your Seal Registration Card to the Ward Community Service Division, Ward Branch Office, or Administrative Service Window and get one issued. Your seal is not required when applying for a Certificate of Seal Registration, however a certificate will not be issued without your Seal Registration Card.

In addition, you can apply at the convenience stores if you have your Individual Number card (my number card).

Required Documentations:   

 1. Ward office or city hall:  Seal Registration Card and proof of ID (residence card, passport, etc.)
 2. Convenience stores: Individual Number card (my number card).

Application Fee: 

 1. Ward office: 300 yen
 2. Convenience stores: 200 yen
