Special Assistance Program

What is the Special Assistance Program?

The special assistance program in public daycare facilities provides support to children experiencing delay in development growth adapting in group communal environment. Two special assistance nursery teachers (SANT) are appointed in each daycare facility to support children in need of such service.

The 2 models of the program provide necessary guidance to those children in accordance with their individual circumstances:

 1.   One-on-One Model: 1 SANT per child.
 2.   Two-to-One Model: 1 SANT per 2 children.

Daycare Facility Admission Application Process

*The following steps 1 thru 3 are to be carried out or accompanied by parent/guardian.

 1.   Application submission
 2.   Interview at the daycare facility of first preference
 3.   Trial day at daycare facility
 4.   Special assistance program placement determination by staff
 5.   Notification of determination
 6.   Daycare facility placement selection
 7.   Notification of selection 

On the trial day:

 ·   Please allow up to half-a-day or so for the interview and trial day at the daycare facility.
 ·   You child will be placed in a class with the same aged group children where they will play and eat together.
 ·   Staff members including nursery school teacher(s) of the daycare center(s) and officials from your ward’s Assistance Division will be present.
 ·   Staff members will hold a meeting to determine whether your child requires the special assistance program. If your child does not require the program, a placement selection will proceed.

Special Assistance Program Placement

 ·   The selection process for the special assistance program placement is different to the daycare facility placement.
 ·   In order to secure a place for a child who requires the special assistance service; both the special assistance program placement and daycare facility placement will need to be available.
 ·   Family circumstances will not be given priority in the special assistance program placement or the model of the program.
 ·   If your child has been determined for the one-on-one model, he/she cannot be admitted to a daycare facility with only the two-to-one placement despite its availability.
