Daycare Centers and Kindergartens

Entering Certified Daycare Facilities

Parents/Guardians may send their children to nursery schools if they are unable to care for them due to a number of reasons such as work or study.

Children with both parents/guardians working more than 16 days and 64 hours per month are eligible to apply for admission to municipal certified daycare facilities (認可).

Applications to enter a certified facility are to be submitted at your local ward office. Entry into a certified facility is based on a points system with priority given to certain family circumstances. Families with stay-at-home parents may receive lower points and may not be accepted if the number of applications exceed the number of spots available at the daycare facilities.

For entry to an non-certified daycare facility (認可外), please apply directly to the facility of your choice. (*Childcare fees may be expensive for these facilities.)

*1 Regarding the Interview:
 ·    You will be interviewed at the daycare center of your first choice.
 ·    You will be asked about your child’s health, speech and growth development.
 ·    Interviews are held in Japanese, please bring somebody who can speak Japanese with you.
 ·    Please bring your Maternal and Child Health Handbook (母子健康手帳).

Supporting Documents:

 ·    Daycare Benefits Certification Application form
 ·    My Individual Number (My Number) of all family members.
 ·    Identification (ID) of parent/guardian (e.g. residence card, passport, etc.)
 ·    Household Status (grandparents and siblings) form  (祖父母の状況および別居かつ生計同一の兄弟姉妹の有無について)
 ·    Child’s Health Record (こどもの記録)
 ·    Income Certificate (所得証明書)
 ·    Plus, any applicable documents from the list below:

Status

Employment

·  Employment Certificate (from your company)

·  Minimum 16 or more working days and 64 or more working hours per month required.

·  For irregular working hours, please attach your shift roster of the previous 3 months.

·  For self-employed/business owners, please also submit documents supporting your company’s information such as tax returns, business information pamphlets, income and expenditure statements, etc.

·  If you are on maternal leaves, you will need to go back to work within 2 months of your child’s daycare admission date.

Illness (health issues)

·  Health examination report from your doctor (clearly stating you are unwell to care for your child/children)

·  Please contact the Assistance Division in your respective ward office before obtaining a doctor’s examination report.

Disability

·  Disability certificate

Nursing/Caring

·  (Nursing) A copy of application form (from assistance division) and related documents (either a copy of disability certificate or doctor’s examination report)

·  (Caring) A copy of application form (from assistance division) and Nursing Care Health Insurance Card.


Study

·  Student ID Card

·  Weekly class/lesson time table (from your school)

·  minimum of 16 days or 64 hours of school attendance required.

Divorced/ single parent family

One of the following documents:

·  Family register certificate

·  Child support allowance certificate

·  Child support allowance eligibility notification

·  Single parent households medical benefit eligibility certificate

·  In the event of separation with the assumption of divorce, submission of separation form is required.

Seeking employment

·  Declaration and pledge of employment seeking/business start-up/employment status (求職活動・起業準備状況・就労状況申告書兼誓約書)

·  Parents/guardians are required to start working within 2 months of your child’s daycare admission; otherwise, your child’s day care service may be terminated.

Others

Please contact the Assistance Division in your respective ward office.

Fees:

Monthly tuition fee is based on the taxable incomes of parent/guardians. You will need to provide your income documents (prove of income, bank statements/bank book, pay slips, etc.) if you have lived abroad. 

Important:

 ·    Admission entry is on the first day of each month. If you have missed the entry day, you will have to wait for the next month.
 ·    Your child may not be accepted due to the high demand between aged 0-2.
 ·    Selection of placement is carried out each month. If you have submitted your application and are on the waiting list, you are included in the selection process until March.
 ·    Entry applications begin in October for admission entry in April of the new school year.
 ·    To cancel your application, please fill out the cancelation form at your ward office.
 ·    English service is not available at daycare facilities so please bring somebody who can speak Japanese to the interview.
